The city of El Paso, Texas, has been declared one of the safest cities by the FBI and Congressional Quarterly. The city’s status as the safest city stems from the high level of enforcement and security presence. But recent shifts in immigration have made some of El Paso’s residents feel unsafe. Immigrants working in the city and fields are trying to make sense of enforcement measures that are connecting local enforcement with immigration authorities. Community groups fear that this change practices may lead not only to a hostile climate for immigrants, but direct racial profiling for the Latino community.
